American senators are meeting during the weekend for the first time since the government shutdown began more than a month ago, but expectations for a bipartisan agreement on how to end the impasse appeared to recede as GOP senators proposed a proposal unacceptable to Democrats: eliminating the ACA, known as Obamacare.
Deepening Consequences of Federal Closure
The impact on US citizens from the lengthiest shutdown of the US government in history deepened on Saturday, as government employees went without pay, carriers were compelled to ground planes and Supplemental Nutrition Assistance Program benefits have been postponed for 42 million Americans.
Trump's Proposal from Golf Course
As weekend meeting got under way, Republican senators embraced a suggestion made on online platforms early Saturday by Donald Trump from his golf course in West Palm Beach, for government payments to be replaced by HSA-style accounts.
"My recommendation is to Senate Republicans that the Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
GOP Support
Multiple Republican senators welcomed the plan, which is comparable with a replacement for Obamacare proposed in 2017.
"We're going to replace this failing program with something that is actually better for the patient," one senator stated.
Another senator praised Trump's proposal on social media, and displayed a giant blow-up of Trump's post as he spoke on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We must stop public funds from going to carriers and instead give it straight to Americans in health savings accounts and let them buy the medical coverage they want."
Opposition Reaction
Democratic lawmakers shared concerned responses to Trump's plan.
"In other words, Donald Trump's 'proposal' for health care is another cynical attempt to repeal Obamacare," one Democratic senator stated. "This is the same failed Republican plan that's been rejected by voters and Congress."
Another lawmaker responded to the censure of carriers by posting: "Oh, Trump and the Republicans dislike how the big, bad insurance companies are overcharging Americans. Seriously? Then I welcome your support for Medicare for All."
Continuing Talks
The Senate went into recess without finding a solution, but Senate Republican leaders have signaled an openness to an emerging proposal from a handful of moderate Democrats to terminate the closure in return for a future vote on the Obamacare subsidies.
One Democratic senator, who is spearheading the negotiations among centrists, said that Democrats "need another path forward" after Republicans rejected an offer to restart the government and continue the subsidies for a year.
Another leading Democratic senator persisted in arguing that Republicans should agree to a one-year extension of the subsidies before negotiating the future of the tax credits.
"Doing nothing is derelict because people will go bankrupt, people will become uninsured, people will get more ill," the senator said in a floor speech. "That is what will happen if this Congress fails to act."
Partisan Dynamics
Not one of the Republican senators seemed to grapple with the fact that patients would still need to buy plans from the same carriers, or that Republican lawmakers need the support of several Democrats to reopen the government, and the concept of eliminating and substituting Obamacare with HSAs is improbable to earn a single Democratic vote.
Several analysts indicated that the essence of such a plan would eliminate the ACA's requirement that insurance companies cover individuals with existing health issues.
After his golf outing, Trump returned to his private club and reiterated on his insistence that Republicans stop seeking compromise and try instead to eliminate and replace Obamacare with a version of the proposal that failed to garner enough backing in 2017.
